(MPI) – On February 24th 2017, at the headquarters of the MPI, Deputy Minister Dang Huy Dong had a meeting with Mr. Jean Vincent Place, Minister of State for State Reform and Simplification of French Republic visiting and working in Vietnam.

Speaking at the meeting, Minister of State Jean Vincent Place assessed that Vietnam – France relation is increasingly better, especially after the visit of French President Francois Hollande in September 2016. In this visit, French delegation had some meetings with Vietnamese relating agencies to discuss on reform and simplification with IT application, development of portals, e-Government system, integration of databases, guarantee of information security… France’s administrative management has been developed and operated effectively, but it still needs to be innovated, especially in the context of digital technology today.
Welcoming the French Minister of State and his delegation visiting Vietnam and working with the MPI, Deputy Minister Dang Huy Dong said that historical relation between Vietnam and France has been increasingly developing by cooperation on economy, trade, investment. The MPI, which is a Governmental agency performing the functions of provisioning general advices on strategies, plans for national socio-economic development, always desires to further promote this relation.
At the meeting, representatives of big French enterprises demonstrated solutions for IT issues, open resources application, biometric technology, developing software system of France and shared information on Vietnam – France cooperative projects recently. French delegation highly appreciated the digitization of administrative procedures in Vietnam and proposed new bilateral collaborative forms deployed by French Development Agency (AFD), strengthening cooperation between the two Governments or local governments of the two countries.
Deputy Minister Dang Huy Dong confirmed the consistent viewpoint of Vietnam Government to continue accelerating administrative reform, developing e-government system effectively, unifiedly and synchronously from the Central to local levels. Vietnam’s National Registration Portal deployed by the MPI has connected to the taxes and customs registration system to solve administrative procedures for people and businesses. Besides, the MPI has been also assigned to operate National Foreign Investment information System, E-Public Procurement System, Public Investment Tracking and Monitoring System… IT systems of the MPI has been connecting to national database on population to implement Master plan for simplifying administrative procedures, citizen documents and databases relating to population management for the period 2013-2020 (Master plan No. 896). So the next IT systems should be integrated and synchronized the available systems.
Vietnam is ready to share information and lessons learnt from France and other international partners, support French enterprises to take part in development of Vietnamese e-government on the basis of transparent competition with Vietnamese ones. The MPI will review the solutions proposed by the French enterprises seriously./.
