High-Level Forum on Making Green Growth Work: Perspective from Switzerland and Vietnam
(MPI)- On April 4th, 2018, at Hanoi, Ministry of Planning and Investment in collaboration with Embassy of Switzerland in Vietnam held a high-level forum on Making Green Growth Work: Perspective from Switzerland and Vietnam. Minister Nguyen Chi Dung and Swiss Minister Doris Leuthard, Head of the Federal Department of the Environment, Transport, Energy, and Communication attended the Forum.

Vietnam has had a remarkable economic development when it from a least developed country became a middle-income country in just a few decades. This process has affected heavily the ecosystem and created considerable challenges in term of economic and environmental management. Vietnam is also among the countries most heavily affected by climate change. Therefore, green growth is a very high priority topic for Vietnam.

Speaking at the Forum’s opening, Minister Nguyen Chi Dung emphasized that the Forum is a good opportunity for the two countries to exchange experiences, ways to strengthen the effectiveness of the cooperation between Vietnam and Switzerland in promoting the implementation of Vietnam’s green growth in the coming time.

Coping with climate change, green growth, greenhouse gas emissions reduction, and sustainable development are inevitable development trend of each nation, including Vietnam and Switzerland. In 2012, the Vietnamese government promulgated National Strategy on Green Growth to support the process of restructuring economy development, promote the Vietnamese economy’s development toward economical, effective natural resources using, greenhouse gas emissions reducing, economic competitiveness enhancing and through that, promote the sustainable growth and enhance the people’s living standard.

Minister Nguyen Chi Dung said, until now, Vietnam has had 7 ministries and 30 provinces, cities that built the green growth action plan. Many legal documents supporting green growth have been promulgated. At the same time, Vietnamese Government has also allocated a variety of priority resources for green growth. The awareness of society and business community have also been raised one step.

Switzerland is a pioneer country in reducing greenhouse gas emission through applying modern technology in producing and using renewable energy resources. Regarding the development relationship with Vietnam, the Swiss Government has prioritized the support for private sector development, promoting the efficient use of resources, at the same time, supporting the Government and private enterprises to realize the concept of clean production in Vietnam. This is one of very important contents that need to be promoted in the implementation of Vietnam’s Green Growth Strategy. Upon the good relationship between Vietnam and Switzerland, Minister Nguyen Chi Dung believed that the cooperation relationship of the two countries in promoting green growth will be highly effective and have great potential for further development in the coming time.

Presenting on the topic of sharing Switzerland's experiences for the transition towards a green economy, Minister Doris Leuthard said, with one of the most developed economies in the world, Switzerland had to be confronted early with promoting its economy along with protecting its natural resources. Continuous innovation is at the heart of the ongoing transformation towards sustainable economic growth for the benefit of Switzerland's population.

At the same time, she emphasized that although it is necessary for each country to develop the economy, it must come with the environment, social development balance. In order to combine these elements, the companionship between the government and the enterprises is required. Especially, the private sector’s participation will contribute to the sustainable development of each country.

Minister Doris Leuthard highly appreciated Vietnam-Switzerland cooperation relationship and believed that the cooperation relationship will be more and more deep, practical and continuous in the coming time. At the same time, she emphasized that Vietnam needs to research, apply methods to mobilize resources, finance for green growth, contribution from the community and enterprises to effectively solving any arising matters, challenges in socio-economic development .

Switzerland’s current regulatory framework for the transition towards a green economy has been consulted with a board array of stakeholders. Its stringent objectives are among the main drivers of innovation in the public and private sectors. Swiss companies invest heavily in research and development, as well as collaborate closely with universities. This innovation ecosystem is a major reason for Switzerland's top spot in the World Competitiveness Index and for the country's leading role in the fields of environmental technology and energy efficiency.

Presenting on Vietnam’s Green Growth Strategy: Stocktaking and the Way Forward, Mr. Pham Hoang Mai, Director General of Department for Science, Education, Natural Resources and Environment, MPI said, regarding future orientations, Vietnam will integrate the contents of the Green Growth Strategy into SDG 2030, and build the Green Growth Strategy and Green Growth Action Plan for the period 2021-2030; integrate Green Growth Strategy into Socio-economy Development Plan 2021- 2025 and Socio-economy Development Strategy 2021- 2030; prioritize public investment resources, including ODA, to implement the Green Growth Strategy; encourage, promote the participation of the domestic and foreign private sector in the field of green growth…

At the Forum, the participants discussed subjects: Vietnam’s Green Growth Strategy: Stocktaking and the Way Forward; public sector’s role in enabling Vietnam’s green growth; what the private sector, especially Swiss companies can contribute to making green growth happen in Vietnam…

The Forum offers an opportunity to government officials, development cooperation experts and private sector representatives for a broad-based exchange on how to make green growth work. This is also an occasion for the two sides to share the methods, solutions in promoting Vietnam’s green growth in the coming time, to integrate green growth into Socio-economic Development Strategy period 2021-2030 and the Socio-Economic Development Plan 2021-2025, at the same time, strongly mobilized Vietnamese and the Swiss business community to invest in green growth projects in Vietnam in the coming time./.
