Continuing to strengthen and enhance the special solidarity relationship between Vietnam and Laos
(MPI) - On January 6th, 2019, the 41st meeting of Intergovernmental Committee on bilateral cooperation between the Government of the Socialist Republic of Vietnam and the Government of the Lao PDR was held in Hanoi under the chairmanship of Prime Minister of the SRV Nguyen Xuan Phuc and Prime Minister of the Lao PDR Thongloun Sisoulith. Attending the Meeting, were representatives of 30 ministries, branches, and localities from Vietnam and Laos.

At the Meeting, reporting on the assessment of the implementation of the Vietnam - Laos Cooperation Plan in 2018, the orientation in 2019, Minister of Planning and Investment of Vietnam, Chairman of the Vietnam - Laos Cooperation Committee said in 2018, under the drastic direction of the two Governments, the active coordination and dynamic implementation of ministries, departments, branches, unions, localities, enterprises, the implementation of the Agreement on Vietnam - Laos Cooperation Plan has achieved the targeted goal, contributing to the stability and development of each country, continuing to strengthen and enhance the special solidarity relationship between Vietnam and Laos in both depth and wide.

In which, remarkably in political and diplomatic regards, the special relationship between Vietnam and Laos is increasingly close, reliable, efficient and practical. The two sides continue to closely cooperate, maintain political stability, national defense, social security and order of each country. Regarding the economy, the investment of enterprises in Vietnam and Laos continues contributing positively to the socio-economic development of Laos, creating jobs for many people. In 2018, Vietnam granted investment certificates for 08 projects in Laos with a registered capital of 95 million USD, increased 2.6 times as compared to 2017. Besides, the investment promotion activities continuing to be promoted, difficulties and obstacles in organizing the deployment of constructions, investment projects in Laos were resolved promptly by concerned agencies of the two countries.

Regarding Vietnam's aid to Laos, in general, transitional projects basically keep up with the set-out progress, in which, the approved projects were quickly deployed, some projects even exceeded the set-out progress. Notably, this is the first year we disburse 100% of the allocated funds, etc.

Speaking at a conference with the press after the Meeting, Prime Minister Nguyen Xuan Phuc affirmed that the contents and orientations exchanged at the Meeting are crucial to concretizing the high-level cooperation agreements, facilitating ministries, branches, localities, and enterprises of the two countries in the process of deploying cooperation activities, aiming to successfully implement the 2019 Cooperation Plan.

The cooperation contents were agreed in the Meeting. Firstly, the two sides highly appreciate and are happy with the comprehensive cooperation results between the two countries in 2018. The two sides have effectively implemented the high-level agreements and agreements of ministeries, branches and localities. Cooperation in the fields of politics, foreign affairs, national defense & security, social culture is strengthened and developed extensively. The cooperation mechanism of the Vietnam - Laos Intergovernmental Committee continues to be effectively promoted. People to people exchange, especially between border residents continues to be close and friendly. Cooperation in education and training, social culture continues to be promoted. Currently, 14,200 Laotian students are studying in Vietnam. The trade cooperation in 2018 reached 1 billion USD, increased 14%, exceeding the plan, especially, Laos' export to Vietnam reached nearly 400 million USD, up 16%, reflecting a strong increase in the competitiveness of Laos’ economy. Vietnamese enterprises are investing in Laos with more than 400 projects with a capital of approximately 4.1 billion USD, creating many jobs and contributing to the budget of Laos.

Secondly, regarding the cooperation orientation in the coming time, the two sides need to continue boosting the political, external relations, economy, national defense & security relationship, striving to increase the trade turnover in 2019 by at least 10%, strengthening the connectivity and support between the two economies, especially in the fields of transport and energy, cooperating to manage the sustainable use of water sources and natural resources, expanding cooperation in training human resources, encouraging ministries, branches, localities and people of the two countries to expand relations, cooperation connection, mutual support.

The two Governments continue to make efforts, create all favorable conditions and provide maximum support for enterprises to invest, produce and trade effectively in Laos and Vietnam markets when they come to invest. The two countries need to continue closely coordinating and supporting each other in the spirit of mutual trust and good cooperation in international and regional organizations and forums.

Prime Minister Nguyen Xuan Phuc believes that the success of the Meeting will create a new driving force, bringing the cooperation between the two countries into reality and efficiency, contributing significantly to strengthening and enhancing the traditional friendship, special solidarity and comprehensive cooperation between Vietnam and Laos.

Speaking at the press conference, Laos’ Prime Minister Thongloun Sisoulith highly agreed with the assessment of Vietnam's Prime Minister Nguyen Xuan Phuc on the cooperation results and the deployment of the agreements between the two countries.

Prime Minister Thongloun Sisoulith shared, in 2018, the dam failure in Lao had caused damage to the people in the whole country. Vietnam is the first country to help Laos, this shows the closeness, through thick and thin between the two countries. In addition, the cooperation relationship between the two countries is increasingly enhanced, in which the most notable is that the two-way trade revenue reached 1 billion USD in 2018.

At the Meeting, the two countries signed six documents on cooperation. Along with that, the two countries are preparing to sign many other cooperation documents on the occasion of visiting Laos by General Secretary and State President Nguyen Phu Trong./.

- Agreement on the Cooperation Plan in 2019 between Vietnam and Laos, the Minutes of the 41st Meeting;

- Agreement on the Education Cooperation Plan between the Ministry of Education and Training of Vietnam and the Ministry of Education and Sports of Laos for 2019;

- Minutes on the handover and take-over of the Radio-television Station in Savannakhet province;

- Minutes on the handover and take-over of the Vietnamese-language Faculty Project at Suphanouvong University and Champasak University, foreign students' dormitories at the National University of Laos and Laos - Vietnam Friendship Secondary School Phase 2;

- Agreement on the Vietnamese Government's provision of 300 tons of rice seeds to the Lao Government;

- The Minister of Industry and Trade of Vietnam hand a document approving the policy of importing electricity at the Nam - Sum hydropower plant complex (in Laos) over to the Minister of Energy and Mining Laos.
