Minister Nguyen Chi Dzung works with the Chief Representative of JICA in Vietnam
(MPI) - Speaking at the meeting with Chief Representative of Japan International Cooperation Agency (JICA) in Vietnam on June 5, 2020, Minister Nguyen Chi Dzung congratulated Mr. Akira Shimizu on his new position and believed that he would have a successful working term in Vietnam, contributing to strengthening the cooperation relationship between Vietnam and Japan in the near future.

JICA Chief Representative in Vietnam Akira Shimizu thanked Minister Nguyen Chi Dzung for taking the time to welcome and appreciated Viet Nam - Japan cooperation in general and Vietnam – JICA cooperation in particular, in which the Ministry of Planning and Investment played an extremely important role. Mr. Akira Shimizu expressed his impression and highly evaluated Vietnam's measures to prevent and control the Covid-19 epidemic.

In the current context, besides implementing measures to control the Covid-19 epidemic, the Governments of the two countries should consider easing trade and travel activities, assisting Japanese experts’ return to Vietnam, Mr. Akira Shimizu emphasized.

Regarding Vietnam's initial success in the prevention of Covid-19 disease, Minister Nguyen Chi Dzung said that the result was achieved thanks to the leadership of the Party, the direction and administration of the Government, Prime Minister, ministries, line ministries and localities and the unanimity and support of the people and society. The Government of Vietnam has soon issued decisions and policies accurately, timely which are well implemented by the people. At present, Vietnam has basically controlled the disease but is still facing many difficulties and focusing on recovering the economy.

Currently, Vietnam is at a very important moment, preparing to end the 5-year socio-economic development plan for the period of 2016-2020 and building the socio-economic development plan and strategy for the next period. It is necessary to quickly restructure the economy and renew the growth model to ensure faster and more sustainable development. This also requires the cooperation between the two countries to be more tightened, more effective, especially in the ODA sector, promoting positive achieved results and overcoming limitations which may arise in the coming time. He also hoped that Japan would support investment in key transport infrastructure areas of the country, major cities such as Hanoi, Ho Chi Minh City, irrigation works, water reservoir, innovation, and so on.

Regarding attracting foreign direct investment, Vietnam expects Japanese investors to see Vietnam as an attractive place to invest. The Ministry of Planning and Investment will continue to work closely with JICA to promptly solve the difficulties and problems incurred by businesses in order to implement projects effectively, bringing about mutual benefits.

Minister Nguyen Chi Dzung said that the Ministry of Planning and Investment was being assigned to build the National Innovation Center, which was an important issue for Vietnam. The Ministry expects Japan to provide grant to help Vietnam soon establish and develop quickly and effectively this Center with the cooperation from Japanese corporations, research centers, universities and research institutes to support and develop the innovative start-up ecosystem, contributing to renewal of growth model on the basis of scientific and technological development, assisting Vietnam's scientific and technological research and development of the private sector. In addition to the support related to resources, Vietnam wishes to receive support for knowledge and successful experiences from Japan, thereby contributing to raising the strategic relationship between Vietnam and Japan to a higher level.

Minister Nguyen Chi Dzung also mentioned issues related to the cooperation between JICA and the Ministry of Planning and Investment in the field of promoting small and medium-sized enterprises and industrial development. At the same time, JICA is expected to continue to assist Vietnamese enterprises in taking approaches to technology, improving labour productivity, competitiveness, linking value chains with Japanese large corporations and enterprises.

Mr. Akira Shimizu thanked Minister Nguyen Chi Dzung for the shared information and affirmed that JICA was ready to cooperate with the Ministry of Planning and Investment through research and ODA projects to contribute to Vietnam's socio-economic development process as well as strengthening cooperative relations between the two countries. Regarding the fields mentioned by the Minister, Mr. Shimizu Akira informed that JICA would study, consider in details and coordinate with related agencies to implement. He also hoped that Vietnam continued to create favourable investment environment for Japanese enterprises to expand their investments. JICA not only focuses on investing in big cities of Vietnam such as Hanoi and Ho Chi Minh, but also expects to support and invest in other localities to minimize the rich-poor gap between provinces and cities.
