Deputy Minister Tran Quoc Phuong works with Director for Asia of the German Federal Ministry for Economic Cooperation and Development
(MPI) – Deputy Minister Tran Quoc Phuong had an online discussion with Gisela Hammerschmidt, Director for Asia of the German Federal Ministry for Economic Cooperation and Development (BMZ) at the head office of the Ministry of Planning and Investment on July 9rd, 2021.

Gisela Hammerschmidt, Director for Asia of the BMZ hailed Vietnam’s success in controlling the Covid-19 pandemic and maintaining the low infections. Vietnam was one of a few nations to record positive growth last year and the growth rate in the first 6 months of 2021 achieved 5.6%. She also stressed that the BMZ would accompany and support Vietnam in mitigating the impact of Covid-19.

Ms. Gisela Hammerschmidt said that in the crisis caused by the pandemic, Vietnam should put priority on stabilizing the economy, recovering labor market and avoiding additional negative effects. Like other nations in the world, Vietnam is not only affected by the pandemic but also by the climate change. This poses a great challenge for Vietnam’s socio-economic development.

Vietnam has succeeded in implementing many international cooperation agreements over past years. Germany hopes to continue to cooperating with Vietnam in the 2030 Agenda for Sustainable Development. Gisela suggested the two sides agree on common goals to strongly develop the relationship between Vietnam and Germany.

In term of development cooperation, Gisela made proposals and recommendations to promote the cooperation relations between the two countries, which simplifying procedures in process of approving and managing ODA projects in the Decree No. 56/2020/ND-CP of the Government; simplifying the entry and exit procedures for German experts who participated in ODA projects in Vietnam.

Deputy Minister Phuong expressed his thanks for Gisela Hammerschmidt’s opinions and said that although Vietnam achieved great results in controlling Covid-19 and having positive economic growth, the country still faced many challenges and difficulties because of the appearance of Delta variant. The Vietnamese Government is always consistent with objectives and solutions in well controlling the Covid-19 pandemic, marking 2021 is the first year in implementing the socio-economic development strategy for the period of 2021-2030.

Regarding the development orientations of Vietnam, at the Resolution of the 13thNational Party Congress, the Party approved the orientation of key targets for socio-economic development in 5 years for 2021-2025 and the country's development orientation for 2021-2030, striving to become a high-income country in 2045. Vietnam always acknowledges and recognizes international partners’ supports, including support of Germany in fighting climate change. The priority sectors that Germany supported Vietnam over the past time are in accordance with strategic goals for the development of the country, specifically human resource development, vocational training, environment protection and climate change response. These are Vietnam’s priorities in the past as well as in the future.

Sharing about the development of the draft Decree to replace the Decree 56/2020/ND-CP on management and use of ODA and concessional loans granted by foreign donors, DM Phuong informed that the MPI were reviewing and completing the draft Decree, aiming to remove bottlenecks and create the most favorable conditions in deploying ODA projects in Vietnam. The draft Decree to replace the Decree 56/2020/ND-CP are widely consulted and DM Phuong hoped to receive recommendations of Germany to study and finalize the draft, resolve outstanding problems. He also believed the comprehensive ties between Germany and Vietnam would develop and support each other in the coming time./.
