Government-level negotiation meeting on Vietnam – Germany development cooperation in 2021
(MPI) – The Ministry of Planning and Investment of Vietnam cooperated with the German Federal Ministry for Economic Cooperation and Development (BMZ) to organize the Government-level negotiation online meeting on development cooperation between Vietnam and Germany in 2021, on July 20th 2021. Deputy Minister Tran Quoc Phuong and Parliamentary State Secretary of the BMZ co-chaired the meeting.

The world suffered from many impacts with unprecedented level and scale of the Covid-19 pandemic in 2020 and 2021, especially the appearance of Delta variant with a fast, strong affected rate and an increasingly complexity and unpredictability. Vaccines are considered as the most effective measure for Covid-19 prevention.

Deputy Minister Tran Quoc Phuong at the opening said that the Vietnamese Government closely followed the pandemic, frequently and timely led and directed with suitable, flexible and creative solutions to control the pandemic since it started. Hence, Vietnam is one of few nations in the world to effectively control the pandemic and have positive economic growth since the start.

The international community highly appreciated Vietnam’s efforts. However, the fourth wave of Covid-19 broke out, especially in some key economic localities such as Hanoi, Danang, and Ho Chi Minh City and it is still ongoing complicated. This has posed many challenges in management of economy development and social security.

Facing with many challenges and difficulties, the Vietnamese Government is always consistent with objectives and solutions in well controlling the Covid-19 pandemic, marking 2021 is the first year in implementing the socio-economic development plan for 2021-2026 and the socio-economic development strategy for 2021-2030.

Vietnam sets a target that the country will celebrate the 50th anniversary of reunification as a developing country with modern industry and overcoming low average income by 2025; the 100th anniversary of the Communist Party of Vietnam establishment with modern industry and high average income by 2030; the 100th anniversary of the country establishment to become a developed country with high income by 2045.

Vietnam always acknowledges and thanks for the support of international organizations for the country’s development over the past time, including the valuable support of Germany. Vietnam considers Germany as a reliable and important partner in Europe in developing Vietnam-Germany relations more and more profound, substantively and effectively in all fields.

The Governments of the two countries consider the development ties as one of the most important sectors to implement the strategic partnership. The priority sectors that Germany supported Vietnam over the past time are consistent with strategic goals for the development of the country, specifically high-quality human resource development, renewable energy promotion, environment protection and climate change response.

During the recent flood that killed many people in some German states, DM Phuong deeply shared the sympathy with the Government and people of Germany and agreed that these were also the effects of climate change that Vietnam was one of affected countries, such as floods in the central region or droughts, salinization and erosions in the Mekong Delta. Therefore, Vietnam hopes to cooperate with Germany in infrastructure investment and interregional projects to support Vietnam in responding to the climate change.

Speaking at the meeting, Norbert Barthle said that Vietnam was one of the five countries most affected by climate change in the world with about 1/10 of the land area affected by global warming. This problem requires not only Vietnam’s attention but also the global cooperation, in which Vietnam plays a key role. Germany and Vietnam will continue to closely cooperate to propose solutions to global challenges such as medicine, economic stability and climate change response.

In the cooperation relationship with Vietnam, Germany hopes to enhance the Strategic Partner into the Global Partner; therefore, it will have cooperation, development and spread over the region and the world with the goal of jointly creating a position in the development and cooperation.

DM Phuong and Mr. Norbert Barthle believed that the negotiation meeting was an opportunity for both parties to share and frankly exchange recommendations and opinions on the agenda’s contents as well as to achieve positive results, resolve problems and difficulties and share ideas and orientations for cooperation in the future./.
