The comprehensive development of human resources, in terms of both mental and physical power and personality, with an increasingly better material and spiritual life, in a healthy social and natural environment, constitutes an objective of the country's development process, and at the same time, a decisive factor for its tempo and quality. All activities of human development are geared toward serving all layers of population in all regions of the country; while special attention and care are paid to people in difficulties-driven and handicapped areas, particularly ethnic nationalities in mountainous regions and inhabitants in remote and distant areas. The new development step still requires a utilization of growth factors in large, first of all, labor, capital and land, but if wanting to go ahead in a rapid and sustainable manner, we should actually generate a sharp qualitative step forward in depth, especially in terms of transforming the economic structure, upgrading the level of technology and management, both at macro and at micro level.
