National Business Conference 2017
(MPI) – On May 17th 2017, in Ha Noi, Prime Minister Nguyen Xuan Phuc chaired the National Business Conference 2017. Its theme “Companion to businesses” expressed the determination of developing a facilitating and action oriented Government, supporting businesses, really being driving force for Vietnam’s development.

Attending the Conference, there were over 2,000 representatives, including leaders of the Government, localities, private and FDI enterprises, SOEs, equitized enterprises, representatives of embassies, financial institutions, State agencies, media press agencies and about 10,000 online delegates at 63 provinces and cities nationwide…

Speaking at the Conference opening, Prime Minister Nguyen Xuan Phuc confirmed the efforts and determination to develop an action oriented Government, a companion to businesses, facilitate them to improve competitiveness, develop equally and prosperously on the basis of the two resolution groups set forth. Those are, firstly facilitating a far friendly business environment, encouraging investment, ensuring law enforcement and secondly, reforming administrative procedures.

At the Conference, the Prime Minister hoped to get the straight opinions of the delegates after one-year implementing Resolution No. 35/NQ-CP dated May 16th 2016 supporting and developing enterprises by 2020, discuss action plans in the coming time to create a breakthrough for business development. He said that the 5th plenary meeting of the Party Central Committee of the 12th tenure has just issued some resolutions on SOEs, and especially private economy development. Private sector is considered as major driving force to develop socialist-oriented market economy.

Speaking at the Conference, Minister of the Planning and Investment Nguyen Chi Dung informed that after one-year implementing, Resolution No. 35/NQ-CP has reaffirmed 10 principles and 5 tasks and solutions to establish facilitating-oriented state, taking enterprises as served object, facilitate people and businesses to startup and do their business in fields, sectors not prohibited by laws. Regarding administrative reform and improvement of business climate, Government issued 50 decrees on business investment conditions, in which, cutting 24 conditional business lines and many procedures, licenses to facilitate businesses. E-government has been deployed in such administrative procedures as taxes, customs, business registration… ensuring the transparency, saving cost and preventing corruption.

In 2016, there were over 110 thousand newly established firms, up 16% as compared to 2015, peak of those Vietnam has ever got. There were more than 2,600 newly registered FDI projects with approximate US$ 16 billion of registered capital, up 23% of number of project as compared to the same period last year. According to evaluation of the WB in 2016, Vietnam increased 9 steps (from 91th to 82th) on business environment index. Reports of the Eurocham, Amcham, Jetro… presented the improvement of the business climate of Vietnam and their enterprises are optimistic on business outlook in Vietnam.

However, feedbacks of business community pointed out the gap between policy and enforcement on administrative procedures, issues of land, market expansion, access to credit, business costs, shortcomings in inspection… So Minister of the MPI raised some major solutions in 2017-2018 to remove above-mentioned obstacles.

At the Conference, delegates discussed, identified and found resolutions for the emerging difficulties and obstacles hindering the businesses now, relating to: Improving quality and efficiency of businesses; Supporting businesses in cutting costs, applying science and technology in innovating production process and improving competitiveness; Guaranteeing property rights, legitimate rights and interests of businesses; Completely removing the overlapping of inspection, inequality in access to resources; Creating confidence and peace of mind for businesses investing in Vietnam. Government agencies at all levels should develop professional effective modern style to become the companion of business community in implementing the goals of socio-economic growth, including the success of businesses.

Conclusion of the Conference at, the Prime Minister signed the Directive No. 20/CT-TTg on implementing Resolution No. 35/NQ-CP in the spirit of “companion to businesses”./.
