The 24th APEC Small and Medium Enterprises Ministerial Meeting
(MPI) – On September 15th 2017, the 24th APEC Small and Medium Enterprises Ministerial Meeting (SMEMM 24) took place in Ho Chi Minh city. Prime Minister Nguyen Xuan Phuc attended and had a speech at the Meeting.

Speaking at the Meeting, Prime Minister Nguyen Xuan Phuc highly appreciated the theme of the Meeting “Enhancing MSME competitiveness and innovation in the globalized age”. This is one of the four priority fields of the topic of the APEC 2017 Year and demonstrates the aspiration of Vietnam to cooperate with the APEC member economies to foster SME’s innovation and global access in digital era.

Over the past 30 years of reform, Vietnam, from a poor country, became a developing and middle-income country in 2010. The country’s development path is a vivid demonstration for the role and the significance of SMEs. The Prime Minister described the SME community as a main momentum for employment generation and contribution to the maintenance of socio-economic growth and stability.

In the context of the fourth industrial revolution, the National Assembly of Vietnam has promulgated the Law on Support for Small-and Medium-sized Enterprises while the Government has issued a number of important policies to build a healthy and inclusive business environment. Vietnam hopes to receive cooperation from the other APEC member economies to enhance the capacity of the tax system to encourage business production, fair competition, and prevent transfer pricing and tax evasion of some foreign investors.

The Prime Minister recommended building a support fund for SMEs and encouraging them to strengthen connectivity with multinational groups and engage in the global value chains. He suggested to implement more synchronous measures to increase SMEs' competitiveness and creativity such as facilitating business access to markets and deeper engagement in global value chains; enabling MSMEs to get access to new technologies, improve management capacity and increase competitive edge; promoting entrepreneurship and business ethics; and developing a sustainable and environmentally friendly startup ecosystem to promote innovation among SMEs in the region and value the role of female leadership. The PM called on countries in the Asian-Pacific region to foster trust and determination to maintain a peaceful environment and ensure safety and security for the free transfer of goods, services and investment inflows.

Speaking at the Meeting, Mr. Nguyen Chi Dung, Minister of the MPI said that Vietnam has been looking for new motivation for integration, connectivity and growth, including development of SMEs in digital age. APEC economies need to propose initiatives to promote the cooperation among the authorities supporting SMEs in the time coming.

APEC has grown to become a tremendous dynamic region with vibrant international economic integration. SMEs currently account for over 97% of total enterprises in the region and have played an important part of economic development and employment generation, is a significant source of innovation, and the engine for economic growth in the Asia Pacific region. Many innovative goods and many services for SMEs and startups bring great added value, high efficiency, change a lot of traditional ways by that life has been going on.

The 24th SMEMM is one of the most important ministerial events within the APEC cooperation framework. There were more than 30 presentations and speeches of the Ministers and Chiefs of delegation at the Meeting, which provide lessons learnt from various economies. They also highly appreciated the role of the economies’ SMEs and the necessary of SME support programs of the Governments.

At the Meeting, Vietnam proposed the initiative for promoting startup in APEC, which was adopted by the other economies. This initiative and the APEC Strategy to develop green, sustainable and innovative MSMEs will be submitted to APEC Economic Leaders’ Meeting in Da Nang on November 2017./.
