Digital transformation - an inevitable trend for businesses to improve their competitiveness, speeding up and making breakthrough
(MPI) - On December 3rd, 2020, the Ministry of Planning and Investment cooperated with the United States Agency for International Development to hold a ceremony to announce the Digital Transformation Program for Businesses for the period of 2021-2025. Digital transformation is growing globally.By digitizing business processes, manufacturing processes, technology processes and management processes, businesses will increase efficiency and the value they bring to customers, and be in a better position and competitiveness to meet market needs and participate in the global value chain.Implementing the guidance of the Prime Minister in Decision No. 749/QD-TTg dated June 3rd, 2020approving the "National Digital Transformation Program to 2025, with a vision to 2030", Ministry of Planning and Investment coordinated with the United States Agency for International Development (USAID) through the Project of Promoting Reform and Enhancing Link of Small and Medium Enterprises (LinkSME) to implement the Digital Transformation Business Support Program in the period of 2021-2025.

Speaking at the opening, Minister Nguyen Chi Dung said that USAID had worked closely with the Government of Vietnam and the Ministry of Planning and Investment over the past time to support the competitiveness of the private sector, especially small and medium enterprises.The launch of the Digital Transformation Business Program for the period 2021-2025 is one of the important results of the cooperation between the Ministry of Planning and Investment and USAID with the desire to improve competitiveness and production capacity of the Vietnamese business community.

After more than 30 years of reform, Vietnam's economy has achieved many important outcomes, being evaluated by the international community as a dynamic, deeply integrated and open economy in the Asia-Pacific region. It is thanks to the great efforts of the entire political system, the people, especially the important role of the business community.It can be said that businesses are gradually overcoming difficulties, maintaining and stabilizing production and business with their persistence, the spirit of innovation and self-reliance.

The Covid-19 pandemic has changed people's lives and habits.We don't know when the Covid-19 pandemic will end, but we do know for sure that we must change.The rapid changes of science and technology, the fourth industrial revolution are taking place very strongly, causing unprecedented difficulties and challenges as well as the emergence of new consumer trends, new business models, forcing businesses to strive to change and adapt.Therefore, if the business is not fully prepared and actively takes advantage of opportunities, it will quickly fall behind and lose at home.It can be said that the demand for innovation and digital transformation has never become more urgent than now, Minister Nguyen Chi Dung emphasized.

Minister Nguyen Chi Dung affirmed that, as the general advisory agency for the Government and the Prime Minister on enterprise development, the Ministry of Planning and Investment always promotes the spirit of accompanying enterprises, pioneering to propose policies, initiatives and solutions to help businesses innovate, develop and make breakthroughs.He also emphasized that innovation was the indispensable path of all countries if they wanted to develop quickly, effectively and sustainably, especially developing countries, including Vietnam.This is a big, important policy, a strategic orientation of the Party and the State.In particular, promoting digital transformation is one of the important content of innovation.This is also the most effective, shortest and fastest way to help Vietnamese businesses catch up with international businesses and grow.

Decision No. 749/QD-TTg sets out the task of promoting digital economic development with a focus on developing digital technology businesses, shifting from assembling and processing of information technology to assembling and processing of technology products, developing digital content, creative industry, platform economy, sharing economy, e-commerce, and smart manufacturing,promoting digital transformation in businesses to improve the competitiveness of businesses and the economy.

Therefore, a digital transformation program for businesses is built to realize the policies of the Government and the Prime Minister, providing guidance for businesses tofind solutions, the shortest and most effective way in their digital transformation roadmap.

Minister Nguyen Chi Dung said that at present, the concept of "digital transformation in enterprises" is mentioned a lot but there are many different views about it.From the perspective of the Program, digital transformation in enterprises is approached as an integrated solution, applying digital technology to improve business and management efficiency, capacity and competitive advantage, and to create new value for the business.

From this approach and with the understanding and companionship of businesses over the years, the Ministry of Planning and Investment and USAID in Vietnam have set the Program's goal to help businesses transform in awareness, vision and strategy;supporting enterprises to improve their competitiveness, creating new advantages;assisting the development of a digital conversion ecosystem, and the digitization of production and technology processes.

Specifically, the Program will implement practical activities for enterprises to achieve the goals of 100% of enterprises to raise awareness of digital transformation by 2025.At least 100,000 businesses will receive support from the Program such as using self-assessment tools for digital transformation readiness, support for training, consulting, and connecting solutions.At least 100 supported businesses are typical successful examples in digital transformation targeting manufacturing and processing businesses;A network of experts including at least 100 organizations and individuals that advise and provide solutions to promote digital transformation will be established.

Minister Nguyen Chi Dung said that, in addition to the initial support from USAID, the Ministry of Planning and Investment would continue to seek additional resources, including resources from the budget and resources from socialization in order to maximize the support and cover the entire business community nationwide.He also believed that the Program would achieve the set goals because Vietnam is one of the countries with a high rate of people using internet and smart mobile phones in the world.The connection infrastructure of Vietnam is relatively good, the internet is almost popular.In particular, Vietnam has a large number of young people with rapid access to technology, and a growing contingent of technology businesses.This is the advantage and opportunity of Vietnam for a successful digital transformation.

The program is of great significance, demonstrating the determination of the Government and the Prime Minister in accompanying and supporting enterprises to improve their competitiveness and production capacity, to overcome difficulties and develop sustainable development.With all the efforts and attention of the Government, the Prime Minister and the entire political system, with the companionship of local authorities, associations and businesses providing digital solutions, information and communication organizations, international agencies and organizations such as USAID, Minister Nguyen Chi Dung believes that the digital transformation goal in enterprises will achieve great success, helping encourage enterprises to improve their competitiveness, overcoming difficulties and challenges for an independent, autonomous, sustainable and powerful country.

Speaking at the ceremony, Ms. Ann Marie Yastishock highly appreciated the initiative of the Ministry of Planning and Investment in implementing the digital transformation program for businesses, helping businesses improve their competitiveness and seize market opportunities in the present context.The Covid-19 pandemic has affected every industry and hindered business activities but it is also a very special catalyst for change as well as driving the need for digital conversion through digitization and automation.Enterprises will increase the value of goods, having sufficient capacity and willingness to meet the needs of customers.In thepost-Covid-19 context, digital transformation will be the key to maintaining competition, helping businesses succeed and develop sustainably.

Ms. Ann Marie Yastishock said that through the Project of Promoting Reform and Enhancing Link of Small and Medium Enterprises, USAID implemented the Digital Transformation Program for the period 2021-2025. USAID cooperated closely with the Ministry of Planning and Investment to implement the tasks under Decision No. 749/QD-TTg.USAID will continue to work closely with the Ministry of Planning and Investment to implement and develop strategies and action plans for the whole period to help businesses enhance their competitiveness as well as adaptation to the post-Covid-19 context.The project will implement a pilot program on digital transformation of 100 enterprises to help address the gaps in digital transformation in specific phases, including: pre-digital transformation;determining the maximum efficient to help small and medium enterprises increase productivity, efficiency and adaptability;merging and harmonizing systems to continue to increase productivity.Ms. Ann Marie Yastishock hopes that the program will help businesses increase awareness and understanding of digital transformation for their business sustainability, assisting Vietnamese businesses to deeply participate in the digital economy.

Technology development trends are increasingly disruptive and changing people's lives.Traditional business models will be gradually replaced by new and more efficient technologies.Factors that create a business's competitive advantage are also shifting to base on technology and innovation.In that context, the digital transformation in enterprises is an inevitable trend to recover from the Covid-19 pandemic, improving their competitiveness, accelerating and making breakthroughs in the Fourth Industrial Revolution.

At the announcement ceremony, the signing ceremony of a cooperation agreement to support digital transformation enterprises in Vietnam and theCeremony to start the Support Program for Digital Transformation Business for the Period of 2021-2025 took place./.
