The 7th conference with Saitama’s companies doing business in Southern Vietnam
(MPI) – In the framework of annual activities to implement cooperation programs between the Ministry of Planning and Investment and the Government of Saitama province, Japan, the Foreign Investment Agency, Ministry of Planning and Investment held the 7th video conference with Saitama’s companies doing business in Southern Vietnam.

Kato Kazuo, Director of the Labor and Industry Department in Saitama, said at the conference that Vietnam’s GDP in 2020 reached 2.9%. Vietnam is one of six ASEAN countries achieving such positive growth. Vietnam still maintains stable economic growth even in the pandemic. In addition, the Government of Vietnam also adopts instant and timely economic solutions to minimize the effects of the pandemic. The Government has always listened to the enterprises’ opinons and ideas, which Japan highly appreciates. The survey shows that Vietnam is a destination which attract a lot of offshore investments from Saitama’s companies.

Le Thi Hai Van, FIA’s Deputy Director General was pleased to know that Vietnam was an ideal destination for Saitama’s companies. She added that Vietnam was willing to support Saitama’s companies by providing supportive policies, communicating with them to resolve difficulties, despite the world investment affected by the Covid-19 pandemic and the trade war among major countries. Van also hoped that, more Japanese’s enterprises planned to invest in Vietnam after the conference.

Nguyen Hong Van, Head of Business Registration Division, Agency of Business Registration introduced Decree No. 01/2021/ND-CP issued by the Government on January 4th 2021 on business registration and Decree No 122/2020/ND-CP issued by the Government on October 15th 2020 on single-window cooperation in processing applications for registration of enterprises, branches, representative offices; declaration of personnel; social insurance participation; and use of invoices by enterprises.

Decree No. 01/2021/ND-CP aims to concretize reforms of the Law on Enterprises 2020, guiding some regulations of businesses registration in the Law on Securities, Law on Credit Institutions, etc. It also targets at overcoming the problems in the implementation of Decree No. 78/2015/ND-CP dated September 14th 2015 on businesses registration and Decree No. 108/2018/ND-CP dated August 23rd 2018 on amendments to some articles of the Government’s Decree no. 78/2015/ND-CP dated September 14th, 2015 on enterprise registration. Decree No. 01/2021/ND-CP indicates some new points on reforming business registration dossier and procedure; adding businesses’ legal status, regulations of compliance with legal documents on tax; amending the process of dealing with cases of incorrect business registration granting; modifying regulations on business suspension, business withdrawal and dissolution; adding subjects for business registration at the business registration office.

At the conference, Nguyen Quang Hung, Deputy Head of Tax Policy Department, Import and Export Duty Department, General Department of Customs, Ministry of Finance presented the highlights of Circular 06/2021/TT-BTC issued by the Ministry of Finance on January 22nd 2021, providing guidelines for implementing several articles of the Law on Tax Administration dated June 13th 2019 on import and export duty management.

Inquiries about problems in business registration, import and export duty management from Saitama’s companies were answered by representatives of ministries and line ministries at the conference./.
