Launching Ceremony of the Vietnamese Innovation Network in Europe
(MPI) - Minister of Planning and Investment Nguyen Chi Dung chaired the Launching Ceremony of the Vietnamese Innovation Network in Europe (VINEU) and Report on the implementation of the Vietnam Young Initiative Program (InnoCity) in Paris, France on November 4th, 2021.

The Ceremony was held onsite at the Vietnamese Embassy in France and online in over 20 countries and territories worldwide. Participants of the meeting were representatives of the Ministry of Foreign Affairs (MoFA), Ministry of Science and Technology (MoST), Ministry of Education and Training (MoET), Vietnamese embassies in Europe, as well as representatives from domestic and international Vietnamese expert and intellectual communities, organizations, businesses and selected universities.

As stated by Vu Quoc Huy, Director of the National Innovation Center (NIC), under the Ministry of Planning and Investment (MPI), the NIC has focused on developing and expanding the Vietnam Innovation Network (VIN) established by the MPI to implement the assigned task for the development of innovation ecosystem under the Prime Minister’s Decision No. 1269/QD-TTg dated October 2nd, 2019.

The VIN has four sub-networks and more than 1,000 members in 20 nations and territories until this October. These are either exceptional intellectuals or Vietnamese experts with years of working in big technology businesses and corporations in various nations. This means the VIN attracts and gathers not only Vietnamese individuals excelled in academic research but also experts with excellency and practical experience in developed countries. Numerous VIN results have been more defined gradually over the time, helping to better promote the knowledge resources of its members, and enabling the activities made by Vietnamese intellectuals to be effective and satisfactory to the national demand and reality at its best.

NIC has coordinated with the Vietnamese Youth and Students’ Association in Europe, the InnoCity Organizing Committee and the VIN members in European countries to form the unified organization known as VINEU to gather Vietnamese intellectuals and experts in European countries, studying the region's interference and cohesion characteristics and scientific and technological capabilities of leading countries such as Germany, the UK, France, Switzerland, Sweden, Norway, Finland, etc.

The establishment of the VINEU is a solid first step to contribute and bring concrete results for the promotion of Vietnam’s innovation in the coming years. NIC will continue to be the sponsor, coordinator and connector for the VINEU and other sub-networks’ activities to gather and foster the enormous knowledge resources of Vietnamese globally in the time to come.

Dr. Nguyen Viet Anh, President of the VINEU presented in details on the vision, orientation, action plan and executive board members of the VINEU. The VINEU is a non-profit organization with a vision to promote Vietnam as a developed country through innovation, science and technology, becoming the innovation center of the world. Its missions are linking, sharing professional experiences and developing Vietnamese intellectual systems in Europe in various fields; assessing the market and trends in the host countries in particular, and the world in general; updating scientific research and advanced technical technology; associating business and investment with technology transfer and investment attraction for Vietnamese innovative startups; being a bridge to build and foster relations in science and technology, diplomacy, economy and trade among Vietnam, European countries and the world; etc. The VINEU will coordinate with NIC to deploy innovation activities domestically and internationally.

A report on the implementation of the Vietnam Young Initiative Program - InnoCity 2021 was presented within the framework of the Announcement Ceremony. The program was initiated by the Vietnamese Youth and Students’ Association in the Netherlands and other European countries since April 2021. Then, the Program was sponsored and oriented by the NIC to become a global program to gather technology projects, ideas and solutions of Vietnamese globally in five fields: Digital health; Smart city; Smart education; Energy - Environment; and Transportation – Logistics. InnoCity 2021 has connected Vietnamese talents and experts in the Europe and coordinated with the Vietnamese Youth and Students’ Association in Europe to become the founding members of the VINEU. The VINEU will be the focal point to coordinate with the NIC to organize the annual InnoCity program, become a place for attraction, incubation and development of valuable innovative ideas and solutions for Vietnam.

The InnoCity 2021 Professional Council will collaborate with NIC to continue evaluating innovative ideas and solutions, and organizing webinars for its announcement and introduction to domestic and international experts, science –technology and innovation communities; boosting the capacity, creativity and contributions to the motherland from young Vietnamese globally.

At the Ceremony, Ambassadors Extraordinary and Plenipotentiary of Vietnam to the Kingdom of Belgium and Germany expressed their appreciation towards the MPI’s initiative for the establishment of the VIN in many countries, which has created strength and spreaded knowledge of science - technology with a large number of highly qualified experts to contribute to innovation as well as socio-economic development in Vietnam. They also affirmed to stand side by side and accompany the young and members of VINEU.

Minister Nguyen Chi Dung at the Ceremony pointed out that Vietnam has achieved significant development over the years since Doi Moi, as General Secretary Nguyen Phu Trong affirmed “Never has our country had such fortune, potential, international standing and prestige as it does today”; being a developing country with middle income. This achievement is the effort of the Party, the Government and the entire political system. However, aside from advantages such as abundant population; young workforce; social stability; inheritance from reforms; opportunities of the Fourth Industrial Revolution; signed Free Trade Agreements such as CPTPP, Vietnam - EU FTA, RCEF, etc. that open great opportunities for investment, trade, export and science – technology; Vietnam also faces many challenges as its growth rate is still lower than many countries in the region, and if Vietnam cannot achieve industrialization and modernization, the country won’t be developed or escape from the middle income trap. Vietnam has set a goal to become a high-income and developed nation by 2045, which marks the 100th anniversary of its establishment.

The Resolution of the 13th National Party Congress set out a guiding point to have a breakthrough mechanism to attract and utilize talents, promote innovation, actively apply science and technology, especially the achievements of the 4IR and create a motivation for rapid and sustainable development. These are also viewpoints that the MPI, as the advisory agency on the country’s strategy for socio-economic development, has actively proposed to the Government to include in the Party’s Resolution. Innovation and science - technology will ensure the goal of rapid and sustainable development, helping Vietnam firmly surpass difficult and challenging times.

As emphasized by Minister Dung, given an already cleared goal and path, how to realize such aspiration is the question for Vietnam, for the young people who receive proper knowledge and training from a good education foundation, with high-tech ability, with their youthfulness and ambition to dedicate and contribute to their nation. They themselves will be a great driving force of the country to help it catch up with, be on par with and even surpass others in diverse fields in the future.

Regarding innovation, the MPI has fulfilled various major tasks such as completing and submitting to the Government for promulgation of the National Strategy for the 4IR; developing a scheme and submitting it to the Prime Minister for the NIC’s establishment; establishing the VIN in 2018 in collaboration with the relevant ministries, aiming to gather Vietnamese talents and experts globally to participate in innovation activities of Vietnam to cooperate with institutes, universities and enterprises for new proposals and technology models. These are the goal of both NIC and the VINs. NIC supports businesses, especially innovative startups to access resources; designs and implements thematic support programs for priority sectors; supports and develops the startup and innovation ecosystem, including identifying, connecting, supporting and synthesizing resources of organizations and individuals; connects, supports and cooperates with domestic and international innovation centers.

Minister Nguyen Chi Dung highly appreciated the enthusiasm and efforts of Vietnamese young talents in Europe for gathering a great number of experts and intellectuals. He also requested the VINEU to maximize its potential and strengths, expand the connections with international partners; gather Vietnamese talents in Europe on a global scale; cooperate with ministries, sectors and domestic enterprises; promote Vietnamese start-ups abroad; create products, contributing to the development of the country.

This is the time that Vietnam focuses on promoting creative capacity, making science - technology and innovation into a driving force for the country's rapid and sustainable economic development. 2021 is the first year of implementing the Resolution of the 13th National Party Congress with great challenges. To overcome difficulties and take advantage of new technological achievements, it is important to continue striving, joining hands and contributing to the development of the country's innovation, for a faster and more sustainable development, becoming a high-income and developed country by 2045./.
