(MPI) - On March 3rd, 2022, the Ministry of Planning and Investment in collaboration with the United States Agency for International Development (USAID) organized a conference on Implementing Resolution No. 02/NQ-CP to propose specific recommendations on reforming the business environment and enhancing national competitiveness. MPI Deputy Minister Tran Duy Dong and USAID Vietnam Mission Director Ann Marie Yastishock co-chaired the conference.

As stated by Deputy Minister Tran Duy Dong, the Resolution of the 13th National Party Congress set out three strategic breakthroughs, including reforms in institutions. Accordingly, the Resolution emphasizes to prioritize the perfection of legal system, as well as mechanisms and policies to foster a favorable, healthy, fair business environment conducive to innovation.
The MPI is assigned to advise the Government on promulgating mechanisms, policies to promote institutional reform and create an open, favorable and safe business environment for investors and businesses in accordance with international practices. The MPI also urges, monitors, supervises and assesses the implementation results of ministries, sectors and localities.
The MPI had advised the Government annually promulgated a Resolution on improving the business environment and enhancing national competitiveness (Resolution No. 19/NQ-CP from 2014 to 2018 and Resolution No. 02/NQ-CP from 2019 to 2021).
The Resolution No. 02/NQ-CP in 2022 selects some major reform contents for the 2022-2025 period such as: improving the business environment’s factors to reduce the number of procedures, time, costs and risks for enterprises; reducing the list of investment and conditional business lines and reforming business conditions; removing barriers to investment and business activities due to overlapping, conflicting, unreasonable and different legal regulations; promote digital transformation in accordance with administrative reforms; enhancing decentralization, local empowerment, inspection and supervision; focusing on solutions to support people and businesses in production and business recovery, surpassing the negative impacts of the COVID-19 pandemic; creating institutions to encourage innovation and creativity.

USAID Vietnam Mission Director Ann Marie Yastishock said that the USAID had supported Vietnam on the development and implementation of Resolution No. 19/NQ-CP and Resolution No. 02/NQ-CP. The two sides have contributed to improving the business environment in Vietnam such as simplifying import-export procedures and specialized inspection procedures, reducing time and costs for businesses when declaring and paying taxes as well as facilitating trade for businesses.
At the conference, representatives of ministries, line ministries, localities and businesses exchanged experiences in connecting and exchanging information with international organizations to advance business environment reform; discussed challenges for businesses and the implementation of Resolution No. 02; proposed recommendations on reforming the business environment and enhancing national competitiveness./.
