At 13th, August 2004, Prime Minister have promulgated the 145, 146, 148/2004/QD-TTg Decisions about main direction to develop socio-economic significant economic areas up to 2010 and forward 2020. Inside these decisions, Ha Tay, Vinh Phuc, Bac Ninh (North Of Vietnam); Binh Dinh (Center Part Of Vietnam) và Tay Ninh, Binh Phuoc, Long An (South Of Vietnam). Simultaneously, these decision replaced 747/1997/QD-TTg, 1018/1997/QD-TTg and 44/1998/QD-TTg decision which was promulgated in 1997 and 1998.
