(MPI) - Deputy Minister of Planning and Investment Nguyen Thi Bich Ngoc expressed that the forum represents the collaboration of scientists with the Government agencies and related ministries in developing the economy towards green growth, and finding solutions to realize Vietnam's commitments at the COP26 while attending the Vietnam Green Growth Forum 2023 in Hanoi on November 3.

Deputy Minister Ngoc noted that Vietnam has achieved significant milestones in socio-economic development and innovation. However, Vietnam still ranks modestly in terms of per capita income and technology transition compared to other countries regionally and globally. Therefore, achieving green growth goals will bring substantial and long-term benefits.

The deputy minister urged the delegates to focus discussions on the substantial resources required for green growth; what mechanisms and policies are needed to effectively encourage and bind businesses to implement green development and economic solutions.

Secondly, green growth is not only about production but also consumption. Consumption involves various sectors beyond the economic scope, including culture, habits, awareness, posing a multidisciplinary issue. She questioned what mechanisms and policies are needed to change mindsets and perceptions to create a political consensus, providing a new impetus for green growth and achieving set goals.

Thirdly, green growth is closely linked to foreign economic activities, including foreign direct investment (FDI), and support from bilateral and multilateral partners in accessing advanced global technologies and mobilizing resources for Vietnam's green growth objectives.

Currently, FDI is a significant driver; foreign capital also plays a crucial role in implementing the green growth strategy. She questioned how to research and design mechanisms and policies to attract FDI into green projects, related to positioning, development direction, and the role of Vietnamese businesses in the global value chain.

Deputy Minister Ngoc emphasized that the Action Plan to implement the national strategy for green growth includes detailed tasks for various ministries. As the lead agency for green growth, the Ministry of Planning and Investment looks forward to hearing opinions to further promote green economic activities and green growth in the coming time./.
