Minister Nguyen Chi Dung chairs meeting to gather feedbacks for the scheme to develop of human resources for the semiconductor industry

(MPI) - Following the Government’s assignment in Resolution No. 124/NQ-CP dated August 7, 2023, the Ministry of Planning and Investment (MPI) took the lead in preparing the scheme to develop of human resources for the semiconductor industry until 2030, with a vision towards 2045. To further complete the scheme before submission to the competent authority, MPI Minister Nguyen Chi Dung chaired a meeting on February 27 to gather feedbacks on this crucial draft proposal.

Minister Dung stated that his ministry will focus on collecting feedback from relevant parties to finalise the proposal and submit it to the Government in the first quarter of 2024.

This is to accelerate the implementation process to achieve the goal by 2030, where Vietnamese engineers can deeply engage in the design process of modern semiconductor circuits (from front-end to back-end); participate extensively in the packaging and testing stages of semiconductor circuits and mastering a part of the packaging and testing technology; Vietnamese engineers work in semiconductor manufacturing plants, gradually mastering the technology in the production process; and training 50,000 engineers to serve the industry in all stages of the value chain.

By 2045, Vietnam strives to become an important link in the global semiconductor industry value chain with a team of engineers and experts capable of meeting the development requirements of the Vietnamese semiconductor industry in both quality and quantity.

Prior to this, from September 2023 to February 2024, the MPI had assigned the Vietnam National Innovation Center (NIC), the lead agency for the scheme, to organise several research activities, conduct surveys, and consult with consulting organisations, associations, universities, and major corporations worldwide in the semiconductor industry about development trends, recruitment needs, and experiences in deploying training programmes and developing industry human resources.

NIC also worked on assessing the needs of businesses, corporations, and international training institutions in the semiconductor field with potential for investment, cooperation, and offering scholarships to Vietnam. NIC also coordinated with Vietnamese experts in Silicon Valley, USA, and leading companies and universities in the semiconductor industry such as Cadence, FPT and Arizona State University to organize short-term training programmes for lecturers, students, and engineers wishing to transition to the semiconductor industry.

The delegates attending the meeting emphasised the role of the MPI as the coordinating agency in implementing the proposal and the role of NIC in deploying activities to develop the ecosystem and human resources for Vietnam’s semiconductor industry through cooperation with organizations, businesses, and universities from countries and economies with strengths in the semiconductor field such as the US, Japan, Taiwan, Germany, South Korea and the Netherlands.

NIC’s recent coordination with Cadence, Arizona State University, FPT and National Chiao Tung University to establish chip design training centers, organise training courses for lecturers, students, and support software licenses, training programs, and scholarships for universities is very important to lay the ground for the implementation of the proposal tasks./.
