Functions, tasks, powers and organizational structure of the Central Institute for Economic Management

Decision No. 896/QD-BKHDT dated May 15th, 2023 by the Minister of Planning and Investment.

Article 1. Position and functions

1. Central Institute for Economic Management is a scientific non-business organization under the Ministry of Planning and Investment, performing the function of researching economic management mechanisms and policies and enterprise development; provides information and forecasts the socio-economic situation; provides public service services in the field of scientific research, training and consulting activities according to the provisions of law.

2. Central Institute for Economic Management has its legal status, seal, separate account and headquarters in Hanoi City. Funding is guaranteed by the State according to the provisions of law.

Article 2. Tasks and powers

1. Researching and proposing to competent authorities economic management mechanisms and policies, including: Perfecting economic institutions, restructuring the economy and innovating growth models, improving the business environment, sustainable development, regional development, enterprise development, promoting international integration and researching and applying new economic models.

2. Evaluating and summarizing the practical implementation of economic management mechanisms and policies; proposing the application of new mechanisms, policies, and economic management models.

3. Researching theory and methodology on economic management science.

4. Researching and giving opinions on economic management mechanisms and policies at the request of other agencies and organizations.

5. Building an information system and forecasting the socio-economic situation for research and policy advice on economic mechanisms and management.

6. Providing public services

a) Implementing scientific research programs and projects on economic management and other related scientific fields according to the provisions of law;

b) Training doctoral programs in economics according to the provisions of law;

c) Carrying out consulting, training and fostering activities in fields related to assigned functions and tasks;

d) Compiling publications and socio-economic research documents related to assigned functions and tasks.

7. Carrying out international cooperation in the fields of assigned functions and tasks.

8. Managing organizational structure, public employees, workers and assigned finance and assets according to the provisions of law and the decentralization of Ministry of Planning and Investment.

9. Performing other tasks and powers assigned by the Minister of Planning and Investment.

Article 3. Organizational structure

1. General Research Division.

2. Sector and Field Economic Research Division.

3. Business Environment and Competitiveness Research Division.

4. Enterprise Reform and Development Research Division.

5. Social Research Division.

6. Economic Institutions Research Division.

7. Economic Analysis and Forecasting Division.

8. Center for Socio-Economic Information.

9. Office.

The number of contract employees and labours receiving salaries from state budget are decided by the Minister.

Article 4. Leadership of the Institute

1. Central Institute for Economic Management has one Director General and a number of Deputy Directors General.

2. The Director General and Deputy Directors General are appointed, dismissed and terminated by the Minister of Planning and Investment according to the provisions of law.

3. The Director General of the Institute regulates the functions, tasks, powers and organizational structure of affiliated units; appoints, dismisses, and terminates heads and deputy heads of affiliated units according to the provisions of law and the decentralization of the Ministry of Planning and Investment.

4. The Director General is responsible before the Minister of Planning and Investment and the law for all activities of the Institute. The Deputy Directors General are responsible before the Director General and the law for the assigned fields of work.

Article 5. Enforcement and implementation responsibility

1. This Decision has come into force since the date of signing. Previous regulations contrary to this Decision are all annulled.

2. Director General of Department of Organization and Personnel, Chief of the Ministry Office, Director General of Central Institute for Economic Management and the heads of units and organizations under the Ministry are responsible for implementing this Decision./.
